What's the purpose of a rating floor? If someone is losing lots of games, then don't they deserve their rating to drop? Just trying to understand the reasoning behind the idea! Thanks!

If he's resigned, then you get a win and the game is rated. It's just time-outs under 10 moves that don't count. He's rated so low, it really shouldn't affect most people though.
